Bill Clinton has just had a major new policy decision that he thinks is going to "save" America. He decides to talk it over with Senator Dole.
Dole says, "Well Bill, the Republicans aren't to sure about this. Why do you go back to the White House and write a 20,000 word essay on your ideas, aims, etc. If you give it to me by 8 A.M. tomorrow, we'll think about it."
So, Bill goes back and does probably that hardest night's work ever. He really puts his heart and soul into the paper and proudly hands it over to Bob the next morning.
Bill was told to come back the next day when the republicans would pass judgement. The next day, Bill again trudges in and Bob says, "Well Mr President, we were impressed with the paper, but there were a couple of spelling mistakes. Here's the deal. I'm giving you a pair of dice, and if you role 1 to 11, we won't pass it."

Start with a cage containing five apes. In the cage, hang a banana on a string and put stairs under it. Before long, an ape will go to the stairs and start to climb towards the banana. As soon as he touches the stairs, spray all of the apes with cold water. After a while, another ape makes an attempt with the same result - all the apes are sprayed with cold water. This continues through several more attempts. Pretty soon, when another ape tries to climb the stairs, the other apes all try to prevent it. Now, turn off the cold water. Remove one ape from the cage and replace it with a new one. The new ape sees the banana and wants to climb the stairs. To his horror, all of the other apes attack him. As a result of the reduction of money budgeted for department areas, it is necessary for us to cut down on our number of personnel. Under this plan, older employees will be asked to take early retirement, thus permitting the retention of younger people who represent our future. Therefore, a program to phase out older personnel, via retirement, by the end of the current fiscal year is effective immediately.
This program will be known as SLAP (Sever Late-Aged Personnel). Any employee who is SLAPPED will be given the opportunity to look for employment outside the company. SLAPPED employees may request a review of their employment records before actual retirement takes place. This review phase of the program is called SCREW (Survey of Capabilities of Retired Early Workers). Employees who have been SLAPPED and SCREWED have the right to file an appeal with upper management. This appeal is called SHAFT (Study by Higher Authority Following Termination).

The American Psychological Association is reviewing its policy on counseling gays and lesbians to help them become heterosexual.
Conservative religious leaders support the current policy, citing the success of the Ted Haggard case. "After only 3 weeks of counseling, Ted is now 100% heterosexual," said a spokesperson.
"That last 5% was the hardest to lose," admitted Haggard.

Employees who are RAPEd will be given the opportunity to seek civilian employment within the Department of the Army. To that end, RAPEd soldiers will be required to fill out numerous DA Forms (currently in the development, test, and evaluation stage) detailing their education and experience.
